The run derives a station's charges only up to its documented frontier, the latest charge whose serial
appears on a filled booking form; later charges wait as awaiting operator form so they do not land in the
review queue before the operator has had a chance to document them. Per battery, everything up to the latest
committed manual decision is closed and never recomputed. A station marked gating off has been
taken out of the form cutoff (station_settings): its charges are derived up to the latest station
record on every run.

Changed since last run
Live-zone sessions whose outcome moved between runs. Regressed = billable last run, in the queue now
(a late-arriving station record, a form that changed, a merge). Resolved = the reverse.
Derived = was awaiting an operator form, now derived. Drift = a session with a committed
decision whose values changed after sign-off — the decision was held back and the session is flagged in the queue.
Closed sessions never appear here: the run does not recompute them.

Filled automatically after each 08:00 IST billing run; this fetches what is missing right now. A line item with no truck sample in the 30 minutes before its swap or start time stays blank and is retried for 2 days.
