Feed the pipeline from the station's own Excel instead of the SQL feed. Files are parsed and checked but touch nothing billable until you say so: every uploaded record is compared against what the database already holds, and wherever the two disagree you pick which one wins, row by row. Only then does the next pipeline run take the batch.
